Pilot bike 'school bus' system for students

The idea
Pilot a safe biking "school bus" system. Like we have crossing guards and regular bus drivers, we could have bike-based "bus drivers". Also work to provide bikes to kids for the commute.
Who it helps and why
Apparently some places already do this (melrose and NYC for starters), but it's self-organized, not city infrastructure. So it only works for communities where families have the money for bikes and the time to organize it.
