The idea
First - If there is going to be a grant to fund a project, it should be set up in a safe interest bearing account and it should be advertised as a place for individuals and businesses and faith communities to contribute to so that it builds over time
Who it helps and why
The work it does can be sustained well into the future. Where I would suggest spending it. People of limited means are always faced with public administration challenges. Registering a car, paying a ticket, registering to vote, renewing a license, applying for public services that are available, applying for SS or Medicare. There should be mobile units that go to neighborhoods to help people get things done. People of limited means are always challenged with child care / day care issues, employers that don't pay if they are out etc. The time they spend in line at places like the DMV to then find out there is a form they do not have or a piece of info that is needed can be a very real time and resource drain for them. Bring the departments to the neighborhoods with all the forms and advisors needed to help people get things done and move forward.
