The idea
Why is South Bay Mall a public parking lot, aka Urban Heat Island? Cover it with green space
Who it helps and why
It is terrible for anyone not actively in a car, and not great for those either. It's never filled and is only good as heat island, the last thing we need for climate resiliency. Cover it with green, walkable space (with more space for locally owned businesses) and if there must be parking, halve it an put it underground
