i would do a non electric bicycle voucher program with the 2 million open to only people with disabilities, income issues, and seniors. the beauty of non electric bicycles is once they are manufactured and put together they have no carbon footprint in use . while electric bicycles every time you charge the bicycle it generates a new carbon footprint. it takes natural gas for the most part to create electricity to charge that ebike. we need to encourage people to not use cars, e-bikes, or public transportation. all three of those transportation options create a bigger and bigger carbon footprint and destroying our planet.
